What are the documents required for EPR registration?

The growth of waste management techniques led to the discovery of EPR policy, Extended Producer Responsibility. This legislation’s main motive is to decrease the toxicity of the waste products in our environment.

Registration for EPR authorization

Manufacturers and producers have to submit evidence and verified documents for EPR authorization. Central Pollution Control Board (CPCB) provides authorization for EPR with proper verification of management plan and agreement with recycling agencies. Follow the procedures given below to register: 

  • Fill the form according to the nature of your business

A producer or a manufacturer needs to fill different forms according to the products they make, the expiry, and the period of authorization provided. If you are selling your products within the state, the State Pollution Control Board provides the authorization.

  • The receipt of the application should be complete

The evaluating committee of boards checks and scrutinizes the forms submitted and can raise inquiries if the documents are false. They need to check if the company can manage EPR  in the state or country.

  • Verification of the documents

Verify all documents and agreements before the submission. In cases where a third party is involved, keep proofs and authentic documents.

  • Follow the directions

After the authority approves the documents, follow their directions for completing the application. If they demand any changes, try to make them as early as possible, and avoid delaying your registration.

  • There is a chance your application does not get approval

Even if the board denies your form, they will give you a fair chance to put forward your reasons. See what the mistakes were in the previous documents and try to correct them.

What are the documents necessary for EPR registration?

  • EPR Plan: Design the plans according to the given guidelines of CPCB or SPCB. It should include everything the reuse, buyback, and program adopted for recycling.
  • Declaration: it should have the compliance of provisions mentioned in the format of guidelines. These provisions include Reduction Of Hazardous Substances (ROHS), which specifies that its product complies with the limit of ROHS mentioned. 
  • Technical documents: It should have supplier declarations, material analytical reports, and ROHS certificates.
  • Agreements: The file should contain copies of contracts with the recycling agencies, TSDF’s (Treatment Storage Disposal Facilities), and dismantlers.
  •  Other necessary documents :
  • Legal address proof
  • Pan card
  • GST document for the address of the manufacturing unit
  • Copy of certificates from registrars, directorates, municipal corporation
  • Copy of IEC for importers
  • Details of the authorized person: the document should have the Name, Email Id, Aadhaar Card, Pan Card of the signatory.
  • Attach awareness plans, methodology, details of the product, and the budget of EPR.

What are the documents submitted to CPCB?

The manufacturers and producers of electronic and electrical products have to provide evidence for their waste management plans and agreements to CPCB. 

EPR authorization is a permission granted by CPCB to a manufacturer for managing the responsibility of waste disposal and recyclability. There are several documentation and formalities required while registering for CPCB authorization.

List of Documents for registration in CPCB

CPCB is a statutory organization that looks after the quality, cleanliness, and management of all the waste products and reduces the harmful effects of hazardous components. For EPR registration, the producer needs to submit correctly verified and complete documents. 

  • EPR plan: Submission of the EPR plan made by the producer according to the guidelines and procedures mentioned in the application form. EPR plan consists of details for the e-waste channelization system and target collection of the company.
  • Address Proof Documents: 
  • Contains the legal address proof of the manufacturer
  • GST document that indicates the address of the manufacturing unit 
  • Certificates and Documents copies of company registrars, industry directorate, municipal corporation, local body, and IEC ( Import Export code letter)
  • Product details: 
  • Type of Product
  • Product categories and sub-categories
  • Material used 
  • Types of consumers ( commercial or household)
  • Product model numbers
  • Production or Import history
  • Valid BIS license: BIS registration number or an ISI mark certificate 
  • Agreement copies: Submit the documents of agreement with the agencies cooperating with the producers for waste management. It includes the recyclers, dismantlers, and any treatment storage disposal facilities  (TSDF).
  • Details of RoHS compliance
  • It should contain a self-declaration that the product placed in the market complies with the specific limit of Reduction of Hazardous Substances.
  • Details of hazardous level in electrical, electronic equipment products manufactured.
  • Declaration for Technical Documents:
  • Technical documents contain supplier declarations and material analytical reports.
  • These documents work as evidence for compliance with RoHS provisions and check if the product follows the standard EN 505581 of the EU.
  • Copy of permission and licenses: The ministry and other departments provide licenses and permissions to market specific products in the market.

  • Estimation of e-waste: The document should contain the analysis of e-waste generation time-wise and estimate target collection for the forthcoming year and the ones in service centers.
  • Flowchart:  the documents should contain flow charts showing the process from collecting E-waste to its transportation to a recycling agency.
  • Detailed list:
  • This list should contain the details of all the offices.
  • The name of the producers attached with dismantlers and recyclers
